Photographer's Note

I am starting a theme called: When I am president of Peru.

This is one of hundreads of new elementary schools built by president Fujimori's much criticized regime. It was a holiday, so there were no kids, other than the son of the guardian who let me in. Under his government schools like this popped up everywhere in the country particularly in rural provinces which had not gotten much investment from the central government in decades.

Peru is considered a middle income country. It is a country where the average person does have a decent, although modest and hard earned living. I believe that the way to really push the country forward is by improving education so that future, etrerpreneurs, scientists, teachers, etc can be pumped out of the system.

Currently education reaches pretty much every corner of the country. The problem I think comes from the quality of the teachers. WHile there are public schools in hte cities that can give decent education, overall if you have the money you send your kids to private schools, and public school teachers tend to be mediocre. Of course what can you expect from teachers that belong to a very politicized union and make 160USD to 200USD a month.

Being a country with limited resources I propose the following:
-Create elite schools for teachers where only the best of the best can go to.
-Teachers who come out of these elite schools will make 3 or 4 times the "normal" teacher salary.
-These teachers would teach particualrly at elite high schools and junior high schools.
-In each province, public school kids who show capacity, ability and intelligence will be chosen to attend these schools.
-This way the best educational resources of the country will be spent on the children that can benefit the most, and help create an educated group of people out of the poorer segments of the population.
