I thought I would quote Joni Mitchell's "I look at life from both sides now" but then remembered that this happening occurred in the USA. And since "Taking it easy" by the Eagles(*) is a favourite of mine, voila, an inspired moment...

The turtle - along with debris - is floating down the Willamette River at a point close to the junction with the Columbia River.

The Willamette(1) River [pronounced wil-LAM-met], with the accent on the second syllable) is a tributary of the Columbia River, some 300km long, in northwestern Oregon in the United States. Flowing northward between the Coastal Range and Cascade Range, the river and its tributaries form a basin called the Willamette Valley containing almost seventy percent of Oregon's population, including - of course - its largest city Portland...

That population "load" has some impacts which can easily be seen.(2)
