I like the perspective and angle you took the picture from as well as reflection of the building in the water. It looks more like a spaceship than the parliaments's building :). I've heard that it is planned to transfer the parliamentary sessions again back to Tbilisi and this building will host some cultural events. Is it true?

Funny note about buildings shape. Here in Kutaisi we call it aquarium
 New government wanted to transfer parliament back to Tbilisi, but constitution is not allowing to do it. At this time, it's still parliament, but its future is uncertain. Didi madloba molocvistvis ! Bednieri yofiliyos shentvis axali 2015 weli ! კეთილი სურვილებით ბერდია
