La Torre delle Milizie è la torre pendente di Roma: provate a guardarla da via Nazionale e ne noterete chiaramente l'inclinazione. Collocata sull'estremità occidentale del Quirinale, la torre è a pianta quadrata ed è composta da tre corpi sovrapposti che presentano una rastremazione progressiva verso l'alto, con sviluppo a cannocchiale. Misura alla base m. 10,5 x 9,5 ed è alta quasi 50 metri.
La torre è realizzata nella parte inferiore in massi di tufo e nella parte superiore in cortina laterizia con coronamento a merli di restauro. Il terremoto del 1348 provocò la caduta del terzo piano (oggi ridotto a un moncone) e originò il cedimento del terreno, causa prima della pendenza della torre. La Torre passò poi in mano agli Annibaldi, ai Prefetti di Vico e infine a Bonifacio VIII Caetani.
Negli Anni Trenta sorse la polemica sulle origini della Torre. Per alcuni si trattava di una torre di età romana, da cui Nerone avrebbe assistito all'incendio di Roma, che flagellò la città per sei giorni e sette notti. Svetonio ci narra che Nerone cantò La distruzione di Troia, indossando il suo abito di scena, contemplando la bellezza delle fiamme dalla Torre di Mecenate. Il Lugli però fece notare che la Villa di Mecenate (nei cui pressi doveva trovarsi la torre, ma che più probabilmente doveva essere una terrazza panoramica) era sull'Esquilino e non presso il Quirinale. Ma le dispute archeologiche per il popolo erano chiacchiere e, come si dice a Roma, le chiacchiere ...stanno a zero! Tant'è che Torre per i romani è sempre la Torre di Nerone.
