Duplicate the background layer.
Blur the image using Gaussian Blur (Filter >> Blur >> Gaussian Blur). Apply a radius that blurs the details of the image, but still leaving the edges visible or distinct in the image.

The building itself is impressive, and I especially like the angle you've chosen, but a 2-degree rotation to the left would only enhance the picture, in my opinion.

Hi, cropping might be one idea of getting rid of the date, though the bannisters' grid might suffer a bit. But the view is still majestic

Large size clone stamp (80-pixel brush) to remove the time stamp with a few clonings. Then enlarge the image and select small stamp (11 pixels) to clone out the top wire bit by bit, using pieces of nearny sky.
